You all remember Sign Officer Eudy, zealous sign “remover” for The Mayor and The ‘Ommissioners.  Here is the letter he sent me back in August.

Bullying, Threats, and Intimidation - Creedmoor's usual, "unusual" mode of operation.


I sent two letters (August 21 and September 4) in response to Officer Eudy, and copies were sent to The Mayor and all The ‘Ommissioners. 

No reply.

"The City" threatens and then refuses to repond.


A third letter from Williams Mullen, a Raleigh law firm, was sent on my behalf to Officer Eudy, The Mayor and The ’Ommissioners on October 8, 2013.

Heard anything lately about Darryl’s Big Deal?  The one posted on The Mayor’s Facebook page and proclaimed to the universe on September 25?  Headlined on the Front Page of the local Butner-Creedmoor News?

Remember?  “Creedmoor Votes to Join SGWASA!”   Darryl’s Big Deal!

Da Deal that was designed to get past the election so The Mayor himself and ‘Ommissioner Piper and ‘Ommissioner Stallings can get back to “business as unusual” in Creedmoor?

Everyone has finally noticed that Da Deal was tied to this map that every reasonable person in Granville County knows is a Deal Breaker. The Mayor and The ‘Ommissioners knew it when they drew it.  The map presented by them includes a greatly expanded “service area” (Creedmoor euphemism for Extra-Territorial Jurisdiction ETJ).

Seems the only folks who have agreed to the map were Guess Who?!!

That’s right!! The Mayor himself and The ‘Ommissioners.

Da Deal to join SGWASA won’t go through unless Greedmoor gets its cake and eats yours too!

So, we have Da Deal tied to Da Deal Breaker.  Wait a minute -  Why that must be Da Bogus Deal!?

One more of the never ending reasons..

ERC Meeting of NC State Legislature Oct 9

Yesterday, the Environmental Review Commission of the North Carolina State Legislature met in Raleigh. Creedmoor’s sewage plant was on the agenda. Tom Reeder, Director, North Carolina Division of Water Resources, made the presentation to the full committee for the public record. Several folks from Granville County were in attendance including County Commissioner Ed Mims and Del Mims, candidate for Creedmoor City Commissioner.

The take-away from Director Reeder’s presentation yesterday?

It will be easier for Creedmoor to break into Fort Knox than get a finding of no significant impact (FONSI) on the effluent discharge into the Tar River.

You can hear him in this audio clip talk about the endangered dwarf wedge mussel that the construction of this plant would further imperil.

So…Environmentally Destructive!



Director Reeder addresses in this clip what he considers to be the Major Issue!

The plant is unnecessary!  SGWASA has the capacity.


And we all know that it is financially insane!  Creedmoor has been overcharging its citizens for 7 years, even the county schools – Mayor Moss himself said that signing a contract with SGWASA would save the Creedmoor schools $140,000 a year!  Let’s get this money back into the hands of the citizens and children of Granville County! 

It is time for The Mayor and The ‘Ommissioners to drop this harebrained scheme and stop threatening the entire state with a plant that will not be approved.

It is 7 years past time for The Mayor and The'Ommissioners to sign a contract with SGWASA. 

One More reason.....

The Mayor is ablaze!  Dashing letters and press releases all over the state claiming that Creedmoor voted to sell their system to SGWASA last Tuesday night.

The Mayor and The ‘Ommissioners are certainly pursuing a forked tongue approach here – on numerous occasions Tuesday night and also in the very “resolution” that they DID pass, Creedmoor officials make it clear they still are pursuing the sewage plant. The “resolution” by the way does not say they WILL sell their system to SGWASA- just that Creedmoor might if the rest of the county caves in to all their demands.  The new sewage plant is NOT off the table! Do not be deceived!

But, if The Mayor and The ‘Ommissioners want to convince us that this is more than some pre-election engineering, there are some things they could do.

1) Stop threatening the community and the state with the unnecessary, environmentally destructive and financially insane sewage plant.  Take it out of the resolution!  Get it off the table.

2) Withdraw the loan application from USDA-RD.

3) Resign from the Tar Pamlico Basin Association.  If Creedmoor doesn’t build the plant, why do they need the membership?

4) Give the discharge allocation back to the North Carolina Department of Natural Resources. If Creedmoor doesn't build the plant, why do they need the allocation?

But The Mayor and The Commissioners being who they are- folks who carry grudges back to the 70’s, entrenched in power, unable to understand the outrage the entire community and county has been subjected to by their actions, will most likely never take the actions necessary to heal the community, to build ties to the citizens, to move forward into a better Granville County. Trust in government is the most precious commodity and they just don’t get it.

Creedmoor continues to plan for landmass, rooftops, and taxes- never giving any consideration to the citizen who lives under that rooftop.

When will these men begin to demonstrate that they understand every tax dollar received comes from their neighbors’ pocket?

Oh well… sweet dreams….

Truth Takes A Beating At 'Ommissioners Meeting!

Here is what The Mayor posted on his Facebook page Tuesday night.

“Creedmoor Board of Commissioners voted tonight to sell our utility system to SGWASA. There is still work to be done, but we are almost there. This will preempt building a wastewater treatment plant on the Tar River.”

This is a classical example of political deception.  The Mayor is perpetrating a hoax.

The resolution The ‘Ommissioners voted on is here. 


Note that on page 1, The ‘Ommissioners reserve the option to build the unnecessary, environmentally destructive and financially insane sewage plant on Hester Road.

On page 2, The ‘Ommissioners will agree to transfer assets …“provided that separate enforceable agreements respecting municipal service areas are entered into between…”

There are no such agreements at this time.

And on the last page “ A final draft of such…at the earliest possible time.”

This is a resolution to consider a still unwritten resolution, which may or may not be prepared at an undefined date in the future - so far it’s been 7 years!

In other words, This is a hoax.

If you have time, please read this cynical outrage. Compare what The Mayor says to what the resolution says.

Then you will know why...

More Hot Air!

Last night at the regular ‘Ommissioners’ meeting, The Mayor and The ‘Ommissioners with straight faces implied that they might after all resolve to at some time in the future further investigate coming to an agreement with SGWASA, but as ‘Ommissioner Minor put it – it will be months and months before everything is finalized.

Last night was a piece of theater; the information Creedmoor presented was the same information that’s been available from SGWASA for weeks! Possibly, a little pre-election engineering?

While continuing to threaten to build the unnecessary, environmentally destructive, financially insane sewage plant on the Tar, Creedmoor passed a hot air resolution to have a resolution that maybe if Butner and Stem have a resolution, and the county reads all the resolutions and resolves not to have a resolution, then maybe, maybe, whereas….

“BUT, we still might build that plant!!!!!” said The ‘Ommissioners.

The Mayor himself did state: “The Granville county School System will save $140,000 a year if Creedmoor signs a contract with SGWASA.”  Now that is the truth because Creedmoor has been overcharging the schools and all Creedmoor citizens for water and sewer for the last seven years.  Ever wonder why our kids have to study in “tin can classrooms” in Creedmoor?  The Mayor himself just told you why. Almost $1,000,000 that Creedmoor has taken from the education of the children in this community! 
Lots of gas and hot air around and that’s why...

Secrets, secrets, secrets!   The Mayor and The ‘Ommissioners do love secrets.  At the Town Hall meeting last night in Creedmoor, The Mayor “couldn’t talk” about the current negotiations with SGWASA, but he and The ‘Ommissioners sure spent a lot of time talking about the 70’s and 80’s and “poor, poor pitiful, me!”  How they’ve been so mistreated by everyone else in the County and the state; and what an open “high road” kind of government the citizens of Creedmoor enjoy!

So, since the Mayor and The ‘Ommissioners won’t share the terms they are “secretly negotiating” for you, but are waiting for just the right election moment to whip them out; Here 
they are for your reading pleasure with the proposed map of "service area".

These documents are readily available to the public from SGWASA, and have been for some time.  SGWASA practices open, transparent government.  They seem to believe that better government comes from a well-informed public.

That is why people are suspicious and don’t trust what The Mayor and The ‘Ommissioners say and do – it always seems things are hidden, or “too important” to discuss in the open. The message conveyed by The Mayor and The ‘Ommissioners seems to be; “The only people smart enough to understand all this, is us.”

The Citizen doesn’t seem to count for much in Creedmoor.

And yes, that is why…

"Curiousier and Curiousier!"

Mr. Pete Benjamin, Field Supervisor in the Raleigh Office of US Fish and Wildlife, wrote an excellent comment letter on Creedmoor’s proposed sewage plant.  You can read the entire letter here. This excerpt from page 6 is what to think about for today. 

The Tar-Pamlico Basin Association is comprised of cities that discharge sewage effluent into the Tar River. National Spinning, a textile mill in little Washington, the only industrial discharger-member, ceased operation in December 2004. 

“Tar-Pamlico Basin Association (TPBA) Membership
The ES [Environmental Study] and PER [Preliminary Engineering Report] should contain additional information about how Creedmoor became a member of the TPBA, and how the logistics of acquiring "unused" nutrient allocations were figured out. None of the documentation about the transfer of nutrient allocation is provided in Appendix III of the PER. The PER (p.57) indicates these should be available, but they are not included in the document. According to Phase III of the Tar-Pamlico Nutrient Sensitive Waters Implementation Strategy (NCDWQ 2005b, p.7), under Table 1, Section III- Association Members there is an indication that there was a permanent removal of the sole industrial discharge from National Spinning. It is not clear in the Phase III document that this discharge would be made available for future allocation.”

To discharge sewage effluent into the Tar River, Creedmoor had to become a member of the Tar-Pamlico Basin Association AND had to somehow procure a ration of 1.2 million gallons a day of sewage effluent.  NC Department of Natural Resources was not allowing new discharges into the Tar River.  This should have forced Creedmoor to do the right thing and join SGWASA, to reduce the water and sewer rates for the citizens of Creedmoor.  But nope, not an obstacle for our sneaky boys, The Mayor and The ‘Ommissioners.

For Creedmoor to have any opportunity whatsoever to discharge sewage effluent
into the Tar River at Cannady Mill Bridge, a permanently retired (December 2004) discharge of effluent into the Tar River by National Spinning in Washington, N.C., was mysteriously resurrected and moved 100 miles upstream. 

No discussion.  It just “happened”. 

Something Stinks in the Tar-Pamlico Basin Association and maybe in the North Carolina Environmental Affairs Committee (The Mayor himself was a member when this deal went down.) 
And everybody knows…

Visionary Leadership? Or 3 Blind MIce?

Gretchen Morgenson, writing for The New York Times, had a stinging critique of the Rural Development unit of the US Department of Agriculture (USDA RD) and its funding and oversight of small business loans. 
“New Jobs!  If Only It Were True” August 25, 2013

According to an audit done by the Office of the Inspector General of USDA, the Rural Development unit looks to have been fudging its project numbers a bit. According to the report,  “The agency’s success in meeting its established performance goals may be overstated.”

USDA RD seems to be making decisions and then later inventing the facts to support their decision.

That Creedmoor’s proposed sewage plant has gotten as far as it has, and wasted as much money and time as it has is just astounding!  And disheartening! Certainly doesn’t lend much confidence in the vetting ability of USDA RD. 

The Mayor, The ‘Ommissioners, and USDA RD, the blind leading the blind? A partnership - The Three Blind Mice - with multiple opportunities for creative accounting and invention of “facts”?

Hard to see, isn’t it?  That’s one more reason…

Have some great reading material for everyone today.  Thought you might like a peek at the “secret negotiations” that Creedmoor is orchestrating with SGWASA. .

It’s no “secret”, however, that The Mayor and The ’Ommissioners continue to negotiate in bad faith.  But The ‘Ommissioners are at least consistent: bad idea, bad leadership, bad faith – Bad news for the citizens of Creedmoor.

So, Watch Out!  The 'Ommissioners and The Mayor have not given up their scheme to waste even more taxpayer money.  And what’s really bad, that would be YOUR money.
